The <cloud> element is used to register processes with a cloud to be notified immediately of updates of the channel.
<cloud>元素的作用是：允许所有进程注册一个cloud用于获得频道的更新通知，并为rss种子实现一个轻量级的发布订阅协议。

Note: Clouds can be implemented in either xml-rpc or soap.
