The setUTCMilliseconds() method is used to set the milliseconds of a specified time according to Universal Coordinated Time (UTC).
setUTCMilliseconds()方法可根据UTC来设置指定时间的毫秒。

Note: If the parameter above is specified with a one-digit or two-digit number, JavaScript adds one or two leading zeros in the result.
注意点：如果指定的参数数值为一位数，JS返回的时候会在前面加上一个或两个0。

Note: This method is always used in conjunction with a Date object.
