The setUTCHours() method is used to set the hour of a specified time according to Universal Coordinated Time (UTC).
setUTCHours()方法可根据UTC来设置时间的小时

Syntax
语法

dateObject.setUTCHours(hour,min,sec,millisec)

Parameter 参数	Description 描述
hour	Required. A numeric value between 0 and 23 representing the hour 必选。代表小时的数值，范围 0到23
min	Optional. A numeric value between 0 and 59 representing the minutes 可选。代表分钟的数值，范围 0到59
sec	Optional. A numeric value between 0 and 59 representing the seconds 可选。代表秒的数值，范围 0到59
millisec	Optional. A numeric value between 0 and 999 representing the milliseconds 可选。代表毫秒的数值，范围 0到59

Note: If one of the parameters above is specified with a one-digit number, JavaScript adds one or two leading zeros in the result.
注意：如果参数指定的是一位数，JS在返回的时候会在前面加上一个或2个0

Note: This method is always used in conjunction with a Date object.
注意：这个方法得结合Date对象使用

Tip: The Universal Coordinated Time (UTC) is the time set by the World Time Standard.
提示：UTC时间是由国际时间标准指定的
