The getUTCMilliseconds() method returns the milliseconds of a time according to the Universal Coordinated Time (UTC).

Note: The value returned by getUTCMilliseconds() is a three digit number. However, the return value is not always three digits, if the value is less than 100 it only returns two digits, and if the value is less than 10 it only returns one digit.
注意：getUTCMilliseconds()所返回的值为三位数，当小于100的时候就为两位数，小于10的时候就变为一位数。

Note: This method is always used in conjunction with a Date object.
注意：这个方法得结合Date对象使用

Tip: The Universal Coordinated Time (UTC) is the time set by the World Time Standard.
提示：UTC时间是由国际时间标准指定的

Note: The code above will set the milliseconds to 0, since no milliseconds was defined in the date.
