The time_sleep_until() function delays execution of the current script until the specified time.
time_sleep_until()函数的作用是：sleep()函数的作用是：设置脚本延迟执行的时间。

This function returns TRUE on success, or FALSE on failure.
如果函数成功执行，则返回True；如果失败，则返回False。

Note: This function does not work on Windows platforms.
