The ftp_ssl_connect() function opens an secure SSL-FTP connection to a server.
ftp_ssl_connect()函数的作用是：与服务器建立一个安全的 SSL-FTP连接。
When the connection is open, you can run FTP functions against the server.
当该连接打开，你可以通过服务器运行FTP函数。
Syntax

ftp_ssl_connect(host,port,timeout) |

| host | Required. Specifies the FTP server to connect to. Can be a domain address or an IP address. This parameter should not include "ftp://" or slashes 必要参数。指定需要连接到的FTP服务器。可以是一个域名或者是一个IP地址。这个参数不能包括ftp://或斜杠“/” |
| port | Optional. Specifies the port of the FTP server. Default is 21 可选参数。指定FTP服务器的端口号。默认值为21 |
| timeout | Optional. Specifies the timeout for this FTP connection. Default is 90 seconds 可选参数。指定FTP连接的过期时间。默认值为90秒 |
