The touch() function sets the access and modification time of the specified file.
touch()函数的作用是：设定文件的访问和修改时间。

This function returns TRUE on success, or FALSE on failure.
如果函数执行成功，将返回True；如果失败将返回False。

touch(filename,time,atime)

Parameter 参数	Description 描述
filename	Required. Specifies the file to touch 必要参数。指定文件对象
time	Optional. Sets the time. The current system time is set by default 可选参数。设置时间参数。默认值为当前的系统时间
atime	Optional. Sets the access time. Default is the current system time if no parameters are set, or the same as the time parameter if that parameter is set 可选参数。设置访问时间。如果不设置任何参数，则默认值为当前系统时间。

Note: If the specified file does not exist, it will be created.
注意：如果指定的文件不存在，那么它将被自动建立。
